The policy-making process is a responsibility of the three branches of government,
including the legislature, executive, and judicial. The responsibility that the three arms of
government share is enshrined in the Constitution, which provides guidelines for policy
development in different levels of administration. In this context, the legislative branch makes
laws, such as the Congress, Senate, and the House of Representatives. The judicial arm focuses
on the evaluation of laws, such as the case of the Supreme Court and other courts with different
jurisdictions. Finally, the executive arm, including the president and his cabinet, carry out the
laws in place (Rushefsky, 2017). Through such activities, public-policy making becomes a
